June 28, 2012 — The Carter County Fiscal Court will hold a special meeting on Friday, June 29 at 10 a.m. at the Carter County courthouse.
Friday will mark the sixth meeting for the Fiscal Court this month.
The agenda lists just two items: Treasurer end of year 2011-12 transfers, and Jail related issues at the Carter County Detention Center.
The proposed regional jail alliance between Carter and Boyd counties has been a hot button issue since it was introduced at the May 15 meeting.
Jail Consultant Joey Stanton will be attending the meeting Friday. Although Stanton has attended several meetings in Boyd County, Friday’s will be his first in Carter.
“This is just the first, I hope, of many open discussions we have with the community about this idea,” Stanton said. “I expect there will not be a vote until all discussions are done. I would encourage all concerned citizen in Carter County to attend.”
Jailer R.W. Boggs was unaware of the meeting when contacted for comment by the Journal-Times.
After hearing the agenda, Boggs, who was attending the Kentucky Jailer Association conference in Covington, said he would attend.
“It is ridiculous that we are having a second special meeting in one week to discuss jail issues,” Boggs said. “The public was told this would be discussed at the July 17 meeting, and a lot of people plan to attend. I think it is inappropriate for such a large issue, surrounded by such public distrust, to be brought up in a meeting that got dropped on everyone with just 24 hours’ notice.”
Boyd County has already approved the proposed ordinances. The Carter Fiscal Court approved a first reading of the ordinances at their May 29 special meeting. However, Renee Stewart of Grayson has requested that the Attorney General make a determination about a possible open meetings violation by the Fiscal Court, and void all action taken at the May 29 meeting.
The Carter Fiscal Court tabled the ordinances until the regularly scheduled meeting in September, but legally can bring up the issue for a vote at any regular meeting, or any special meeting where it is listed on the agenda.
