The Carter County Board of Education opened its monthly meeting with a moment of silence to remember the victims of the elementary school shooting in Connecticut.
Afterward, students from the middle and high schools presented speeches they had used in a recent competition.
Morgan Jones of East Carter Middle School gave a speech on sign language. Erica Kitchen and Alexandria Knipp of West Carter High School gave speeches on the necessity of change and media bias.
Outgoing board member Bob Flaugher, who served 24 years, was honored by the Kentucky Teacher's Association, as well as the district.
Former Supt. Larry Prichard applauded Flaugher for his service, but also did a little roasting.
“Bob is critically responsible,” Prichard said. “Or maybe he was just responsible for being critical of me.”
Prichard went on to praise Flaugher for his service and his ability to always stand up for the children across the entire school district, not just in his own corner of Carter County.
“He was always for the kids because he has a passion for what he does,” Prichard said. “The old political system hurt education and Bob was elected into that system. But then KERA came in. If anyone tried to do something political in Bob's system that would damage the system, he would be on you in a minute.”
Prichard said Flaugher's replacement, Keila Rogers Bender, will have big shoes to fill.
In other business, the board received reports on construction progress at the new Tygart Creek and Carter City elementaries.
Change orders which deducted the cost of cleanup and added $1,112.31 were presented for Tygart Creek. The additional money was needed to cover a steel column for appearance purposes.
The Carter City project is on schedule and no issues were reported.
Donald R. Gossett, of D.R. Gossett and Company, presented a clean audit report on the district’s finances.
He praised Andy Lyons, district business manager, for his work with the budget.
“Nothing came to my attention that caused concerns,” Gossett said. “There are no deficiencies in internal control and no prior year findings to follow up on.”
The board will meet in special session at 6:30 p.m. on Jan. 10 to swear in the newly-elected board member and to conduct a budget work session.
