State Rep. Jill York, R-Grayson, could be facing a tough political battle next year if she wants to continue serving in the General Assembly.
Her 96th District, now encompassing Carter and Lewis counties, would be reassigned to Estill and Powell counties and part of Madison County under terms of a bill sent to the Kentucky House late Tuesday as the Journal-Times went to press.
Such a change would leave York and all other residents of Carter County in the 99th House District of Rep. Rocky Adkins, D-Sandy Hook.
Contacted on the House floor late Tuesday, York told the Journal-Times:
“Growing up here I've always known Carter County was the Promised Land and now the legislature has proved it. Each time they have redrawn the map they have promised it to someone else who doesn't live here.”
She continued:
“When Republicans in the House can draw a map that only combines a couple of seats, we realize this one is perfectly mangled to suit political purposes. For example, to split Lewis from Carter or string Rep. Kevin Sinnette along the edge of three counties, then it is more obvious that none of this is about realistic, serviceable areas for representatives but rather kingdom building for the political bosses.”
Adkins, the No. 2 ranking person in the Kentucky House, is the majority floor leader and has run unopposed for several terms.
His 99th District would be revamped and include part of Boyd and all of Carter and Elliott counties.
Adkins would be giving up Lawrence County and part of Rowan County to gain Carter County.
A similar redistricting bill passed in the 2012 legislative session but later rejected by the Kentucky Supreme Court as unconstitutional.
It remains unclear if the Kentucky Senate will consider a redistricting bill or wait until the 2014 session.
York is now serving her third two-year term.
York apparently would be the only Republican incumbent facing a Democrat incumbent.
The proposed bill would shift Lewis County to the 70th District of Rep. Mike Denham, D-Maysville.
